why do terrible things happen to good people?

my question has to do with previous life experiences. when terrible things happen to a person is this life caused from being a bad person in your previous life?? i have had some evil people cross my path and wonder how does this fit in with buddhism?? i don't wish to have this follow me to my next life. chanting nam myoho-renge-kyo is has been a blessing to me and keeps my ptsd in check. peace to all for it is not a dream but real.
